Craft selects Sen. Wise as 2023 GOP running mate in Kentucky

Kentucky Republican gubernatorial candidate Kelly Craft selected state Sen. Max Wise as her running mate Wednesday evening, making an early commitment to a political partnership with the conservative lawmaker that she hopes will boost her primary bid next spring.

Craft — a former U.S. ambassador to the United Nations during Donald Trump's presidency — announced her choice for lieutenant governor during an event in Wise's hometown of Campbellsville in rural south central Kentucky.

“When I thought about selecting a partner to lead our state, I knew it had to be a person who inspires respect, who has already shown commitment to Kentucky and – most important in public life – someone in whom we can place full trust,” Craft said in prepared remarks. “As soon as I lined up those qualities, the first name that leaped to mind was Max Wise.”

A 2020 change in Kentucky law allows candidates for governor to wait until after the primary election to pick their running mate. In the past, gubernatorial hopefuls selected their slate-mate by the January filing deadline of the election year.

Craft opted to lock onto a political partner some eight months before the primary. Other Republican candidates have yet to make their pick, such as Attorney General Daniel Cameron, state Agriculture Commissioner Ryan Quarles, state Auditor Mike Harmon, state Rep. Savannah Maddox. Retired attorney Eric Deters, another GOP gubernatorial candidate, also has picked a running mate — Wesley Deters, a northern Kentuckian and a former city council member. They are not related.

The race for the Republican gubernatorial nomination is likely to dominate the state's political landscape until the primary in May. Democratic Gov. Andy Beshear is seeking a second term next year. Beshear has received strong approval ratings from Kentuckians in polling as he tries to overcome the state's tilt toward the GOP. Lt. Gov. Jacqueline Coleman, who will be Beshear’s running mate again in 2023, has focused on education and economic development issues during her term.

By choosing Wise, Craft will have the advantage of dispatching a teammate to promote her candidacy as the campaign intensifies. Wise immediately jumped into the fray, promoting Craft's credentials while making much of Beshear's often-rocky relationship with the GOP-led legislature.

“We’ve all watched Kelly take Kentucky values throughout the world, first as President Trump’s ambassador to Canada and then as his delegate at the United Nations, where she looked dictators in the eye and didn’t blink,” Wise said in prepared remarks.

Wise tried to connect Beshear to Democratic President Joe Biden — who was trounced by Trump in Kentucky in the 2020 election. And Wise slammed the governor's leadership style, accusing Beshear of a “closed-door policy when it comes to working with the legislature.”

“There is no ‘Team Kentucky’ with Andy Beshear,” Wise said, invoking the “Team Kentucky” phrase often used by the governor at press briefings. “Andy Beshear is a team of one and I have seen it firsthand as a legislator.”

The criticism comes about a month after Beshear worked with the legislature on a nearly $213 million aid package for flood-ravaged portions of eastern Kentucky. It resembled the bipartisan cooperation on a similarly big relief package earlier this year for parts of western Kentucky devastated by tornadoes in December. The governor also has worked with the legislature on economic development initiatives. During his term, Beshear helped the state land two massive battery production projects for Kentucky to power future generations of electric vehicles.

Responding to Craft’s announcement, Kentucky Democratic Party Chair Colmon Elridge said the early selection of Wise “confirmed” that Craft “does not have the experience to run or serve as governor on her own.”

Wise has played a key role in shaping education policy as chairman of the Senate Education Committee. He was at the forefront as lawmakers passed school safety legislation in response to school shootings nationwide, including at a western Kentucky high school where two students were killed. He was a leading supporter of a measure designating a set of historical documents and speeches to incorporate into classroom work — a response to the national debate over critical race theory.

In his statement, Elridge tied Wise to legislation paving the way for the introduction of charter schools, saying the result will be “taking money out of public education.”

The separatist leaders of four Russian-controlled areas of Ukraine say they are planning to hold referendums this week for the territories to become part of Russia as Moscow loses ground in the war it launched. The votes will be held in the Luhansk, Kherson and partly Russian-controlled Zaporizhzhia and Donetsk regions. The announcement of the balloting starting Friday came after a close ally of Russian President Vladimir Putin said Tuesday that they were needed. Former Russian President Dmitry Medvedev also said that folding Luhansk and Donetsk in eastern Ukraine into Russia itself would make their redrawn frontiers “irreversible” and enable Moscow to use “any means” to defend them.

Russian President Vladimir Putin has ordered a partial mobilization of reservists in Russia. It's an unpopular step that sparked rare protests across the country and led to almost 1,200 arrests. Putin's order follows humiliating setbacks for his troops nearly seven months after invading Ukraine. It’s the first mobilization in Russia since World War II. Western backers of Ukraine derided the move as an act of weakness. The Russian leader warned the West he isn’t bluffing about using everything at his disposal to protect Russian territory. This appeared to be a veiled reference to his nuclear arsenal.

The European Union’s executive branch has recommended that the bloc suspend around 7.5 billion euros ($7.5 billion) in funding to Hungary over concerns about democratic backsliding and the possible mismanagement of EU money. EU Budget Commissioner Johannes Hahn said Sunday that despite measures Hungary has proposed to address the deficiencies, the European Commission is recommending the suspension of funds “amounting to an estimated amount of 7.5 billion euros.” Hahn said that Hungary has until Nov. 19 to address the concerns. The European Commission has for nearly a decade accused Hungarian Prime Minister Viktor Orban of dismantling democratic institutions. He denies the accusations.

Natural gas supplier Uniper says it’s in “final discussions” for Germany to nationalize the company. The move announced Tuesday ramps up the German government’s intervention in the gas and oil industry as Russia’s war in Ukraine provokes an energy crisis. Uniper says the expansion of its July rescue deal would feature a capital increase of 8 billion euros that the government would finance and involve Germany taking a majority stake now held by Finland-based Fortum. The Uniper rescue is one of several measures taken by the government to try to ensure sufficient energy supplies this winter as Russia has cut back natural gas supplies to Europe.

U.S. President Joe Biden paid his respects at Queen Elizabeth II’s coffin as thousands of police, hundreds of British troops and an army of officials made final preparations for the queen’s state funeral. The funeral on Monday at Westminster Abbey will be a spectacular display of national mourning that will also be the biggest gathering of world leaders for years. People across Britain paused for a minute of silence at 8 p.m. to honor the queen. Also late Sunday, authorities closed a miles-long queue for people to see the queen lying in state. New arrivals were turned away, so that everyone in the line can file past the coffin before Monday morning, when it will be taken to Westminster Abbey for the queen’s funeral.

The CEOs of the nation’s biggest banks appeared in front of Congress Wednesday and gave a dim view of the U.S. economy, reflecting the financial and economic distress many Americans are facing. JPMorgan Chase’s Jamie Dimon, Citigroup’s Jane Fraser and other chief executives said the U.S. consumer is currently in good shape but faces threats from high inflation and rising interest rates. The hearing happened on the same day the Federal Reserve announced a 3/4-point hike to its benchmark interest rate as it tries to contain inflation. While billed as a hearing on everyday finances, the CEOs also faced difficult political questions with Washington in the midst of an election year.

Sen. Joe Manchin on Tuesday railed against what he called “revenge politics″ being used against him, as liberals in the House and Senate team up with Republicans to oppose his plan to speed permits for natural gas pipelines and other energy projects. Manchin, a West Virginia Democrat, secured a commitment from President Joe Biden and Democratic leaders to include the permitting package in a stopgap government-funding bill in return for his support of a landmark law to curb climate change. But in recent weeks Democrats and environmental groups have lined up to oppose the permitting plan, calling it bad for the country and the climate.

A federal appeals court is allowing the Justice Department to resume its use of classified records seized from Donald Trump’s Florida estate in its ongoing criminal investigation. The ruling Wednesday clears the way for investigators to continue scrutinizing the documents as they evaluate whether to bring criminal charges over the storage of top-secret government records at Mar-a-Lago. The appeals court note that Trump presented no evidence that he had declassified the records. Trump claimed in a Fox News Interview Wednesday that “If you’re the president of the United States, you can declassify" material just by saying “It’s declassified” and "even by thinking about it."

Investigators searching through a mass burial site in Ukraine have found evidence that some of the dead were tortured, including bodies with broken limbs and ropes around their necks. That's according to Ukrainian President Volodymr Zelenskyy, who spoke Friday. The site near Izium was recently recaptured from Russian forces. It appears to be one of the largest of its kind discovered in Ukraine. Zelenskyy rushed out a video statement just hours after the exhumations began, apparently to underscore the gravity of the discovery.

A top Justice Department official has announced new incentives for companies that cooperate with corporate criminal investigations and a $250 million Congressional budget request to expand its work. Deputy Attorney General Lisa Monaco said Thursday there has been a decline in the number of corporate criminal prosecutions over the last decade. To help address that, she is directing every division that prosecutes corporate crime to develop programs that incentivize companies to report misconduct.  In some cases, no one will have to plead guilty to criminal charges if the violation was self-reported and the company fixed it. Companies will also be required to come forward more quickly with evidence of suspected misdeeds to get leniency.
